Vic Permits carries out all mandatory building inspections for projects where we have been appointed as the Relevant Building Surveyor. Our inspections are undertaken at each prescribed stage of construction to verify that building work is progressing in accordance with the approved building permit documentation, the National Construction Code (NCC), and the relevant legislative requirements before work proceeds to the next stage.

The mandatory inspection stages are specified in the Building Permit and will depend on the type and scope of the building work. Common inspection stages for residential projects may include footing excavation, steel reinforcement, framework and final inspection, where applicable. The Building Permit will identify the inspections required for your particular project. The relevant work must remain accessible for inspection and should not be covered or concealed before the required inspection has taken place.

A mandatory building inspection should be arranged when the building work reaches a stage specified on the Building Permit. The relevant work must be available for inspection and should not be covered or concealed before the inspection has been completed. Inspections should be booked with sufficient notice to allow the building surveyor to attend before construction progresses beyond the relevant stage.

Vic Permits conducts mandatory building inspections for projects where we are appointed as the Relevant Building Surveyor (RBS). Mandatory inspections for a building permit issued by another building surveyor remain the responsibility of the appointed RBS. Our inspection services are focused on projects managed by Vic Permits and do not include independent building defect or inspection services for permits issued by other building surveyors.

If non-compliant or incomplete work is identified during an inspection, the relevant items will be identified and the required corrective action will be outlined. The work will generally need to be rectified before construction can progress beyond the relevant stage. Depending on the nature of the issue, a reinspection may be required to confirm that the work has been appropriately addressed before the next stage of construction proceeds.

Mandatory inspections must be completed at the stages specified in the Building Permit before the relevant work is covered or construction progresses beyond that stage. If a mandatory inspection is missed, the building surveyor may need to determine how the work can be appropriately assessed and whether further investigation or documentation is required. In certain circumstances, a Section 33 notice may be issued under the Building Act 1993 where building work has proceeded without the required inspection. The matter may also need to be reported to the Building and Plumbing Commission (BPC), depending on the circumstances. Missing a mandatory inspection can result in additional requirements, delays and costs, so inspections should be arranged before the relevant stage of construction is covered or concealed.

Vic Permits does not provide independent building audit services. Where the Building and Plumbing Commission conducts an audit of a project for which Vic Permits is appointed as the Relevant Building Surveyor, we can assist with the relevant audit documentation, records and compliance information associated with the project. Independent building audits or compliance audits of projects managed by another building surveyor are not part of our inspection or consultancy services.

The Building and Plumbing Commission (BPC) may audit building projects to assess compliance with the Building Act, Building Regulations and relevant building requirements. An audit may involve reviewing the building permit, approved plans, inspection records, certificates, documentation and other information relating to the project. If your project is audited, the Relevant Building Surveyor may be required to provide information and documentation to assist with the audit. Any compliance issues identified through the audit may require further information, rectification or other action to address the matter. Where Vic Permits is the appointed Relevant Building Surveyor, we can assist with the audit process by providing the relevant project records and compliance documentation.
